    In May 1925, the 3rd Congress of Soviets was held in Moscow, at which the issue of the merger
    of
    the USSR into two of the fraternal republics of Turkmenistan and Uzbekistan.
    The workers of these republics approved the decision of the congress, as evidenced by the inscription on the flag.
